You can already get 80% of this by just keeping /home on a separate
partition and choosing to not reformat it during the install.
Which is what I do - and it works well.
I rpm -qa |sort > rpms.old
copy my old passwd, shadow, group files
ssh keys
then I can clean install, restore stuff, look to see what I had that I
no longer do - nice clean system with my user stuff left alone.
