Yes, if you set the BIOS that way. And you can test that easily.
I do not have a timer under my control. It has to be automatic (of course I could say restart at 12:00, but I have to say it at the shutdown)
Many BIOSs will also let you set a wake up time within them. It *may* also be possible for that time to be set from the OS (such as if you wanted to change it).
Remember that the hardware clock may be different from the system clock, running on UTC rather than local time (if it is, it is best left like that). You'd have to work out what UTC time represented your desired wake-up alarm clock time.
