Security issues. You should be able to use these logged in as a NON-root user.
NO, not all...let's say for example add/remove program or update, or some programs for which I must have permissions to change gconf-editor...
That is when you use the 'su' command or run the applet to download the updates. You need root password for it to do its work. Or, run yum as a cron job.
