Because they don't let people redistribute their firmware.
They do; that's why they have the linux_sta.php page linked above.
Also note that some Broadcom wireless devices are supported
out of the box on Fedora using free firmware developed by a
third party.
The ones on
rpmfusion.org use the firmware from the above
broadcom.com page.
