It's fsck
DO NOT RUN THIS PROGRAM ON A MOUNTED FILESYSTEM
The system will normally run fsck itself at reboot time if it feels it is necessary (after a certain number of times the filesystem is mounted, or after the machine was shut down without cleanly unmounting the filesystem), so you don't need to run it yourself unless you're having specific problems (usually problems preventing the system from booting).

yum update will keep your system up to date and secure. Once you've got it working, you can enable yum as a service.
The equivalent of scandisk is called fsck, and you will be prompted to do this at boot *if* it's required (it isn't, normally).
Linux filesystems should not need defragmenting.
