Check your repositories to ensure your looking in the right place. When I went looking for it, I got:
$ yum search pgadmin Loaded plugins: fastestmirror, presto, refresh-packagekit, upgrade-helper =============================== Matched: pgadmin =============================== pgadmin3.i386 : Graphical client for PostgreSQL pgadmin3-docs.i386 : Documentation for pgAdmin3 phpPgAdmin.noarch : Web-based PostgreSQL administration
So, it should be in the main repositories.

My repositories are right for my x86_64 system.
I have seek manually into some f10 repositories (the right place) and there are nothing witch match with "pgadmin3".
See this:

I remember reading on one of the Fedora lists that there was a licensing issue keeping it out of F10 and that it might be back again in a later release. Try searching the archives for more information.

Hello:
The pgadmin3 package is not built for F10. I searched through the lists, but I couldn't find the reason -- it was just removed back in September and never added again.
It builds and runs just fine on F10, so I'm quite perplexed about what's going on. Anyone has any clues?
Licensing. It was under Artistic 1.0 only, and while upstream was working towards relicensing, due to a variety of legal concerns, they were not able to get it done in the F10 timeframe. As soon as they manage to relicense, we should be able to push it as an update.
