Is the second one (efi) actually a partition, or just a directory inside /boot?
It is a partition of its own, and must be FAT formatted.
"/boot/efi" doesn't have to be a separate mount.
If you use gummiboot and don't want to have two copies of vmlinuz and initramfs on "/boot" and "/boot/efi", you can mount the ESP at "/boot".
On my laptop:
# findmnt --output TARGET,SOURCE,FSTYPE /boot TARGET SOURCE FSTYPE /boot systemd-1 autofs /boot /dev/sda1 vfat
