That sort of disclaimer doesn't mean anything technically. It's warning the average user that having 4 gigs of RAM in their PC doesn't mean that they'll have 4 gigs of *free* RAM, some of it will be used (when your OS loads, it uses some of your RAM, and some OSs use lots of your RAM).
Then why does it say 32-bit operating systems? 64-bit operating systems have baseline memory demands too.
