In Fedora 18 'tmp' is a RAM backed file system, so you probably don't need this (unless you have other requirements). Probably a better use of a partition would be to put 'var' on it.

So you're mostly fine, with the exception of '/usr/lib64'.
I agree, however it is not clear about /usr.
For Fedora 18 the 'usr' tree should be on the root partition. I think that's clear. See [0] and [1] for details and justification.
Anyway, how do you upgrade a fedora 16 with / /usr /lib64
Honestly I would recommend a repartition and reinstall. Sorry that's not a great answer, it's just what I would do. I'm sure that other people on the list can give much better ideas should you need to perform that upgrade.
