I'm presuming that the command stalled when it couldn't find that location. Removing that entry from the command and running it again reset the labels for /var/lib/dhcp to 'system' for all files within, and now all works. Thanks for the suggestion - I would have taken much longer to track this one down without it.
No file matching /etc/dhcp* ? What about /etc/dhcpd.conf?
