Are you using any proprietary video drivers? If so, disable them and try again.

No I don't think so Chris, crazy as it may sound , as long as there is xorg.conf system-config-display won't excute. Try it, with a xorg.conf in /etc/X11. and then delete the xorg.conf file and you will see that system-config-display will execute. There is a problem someplace, but darn if I know.
There may be a problem on your system. However, here it works just fine with and without an xorg.conf file.
