Apparently, there used to be a kernel-tools-devel package.

But newer kernel builds no longer include a kernel-tools-devel package. That may be a package bug (a missing "Obsoletes" tag), but since kernels are special as several may be kept installed, perhaps the change in subpackaging is deliberate.
The work-around for you is to remove the old kernel-tools-devel package.
