Slightly earlier chipsets for the Core2 only supported up to 4GB, of which you only usually got 3.5GB (I have such a machine here). So much for the 64-bitness bringing the benefits of lots of RAM...
hm - my workstation from 2008 had 8 GB RAM my current ones have all 16 GB and can address 32 GB
maybe you should buy not the cheapest crap and wonder why you get what you are paying for
