It's probably better to simply orphan the packages instead of completely retiring them. See the policy [1]. Generally, retirements are reserved for when a package is dead upstream, has unpatched CVEs, is being renamed, or is otherwise no longer useful to Fedora. I believe there's other IDEs that can make use of these packages.
