Description of problem:
I am trying install RT4 on RHEL 8.1, which requires perl-XML-RSS, and it
fails to find a perl(DateTime::Format::Mail) provider.
You can find the perl-DateTime-Format-Mail rpm in the Powertools repository.
EPEL depends on that repository being enabled.

The perl module was through CPAN, and it still fails.
Installing from CPAN does not update the rpm database. Hence, the requirement
is still not satisfied (from rpm's point of view) and the installation still
fails.
