Description of problem:
When trying to install the module, it complains about a missing dependency for perl(IO::Scalar) - hence the module cannot be installed without skipping dependency-checks.

How reproducible:
Every time
Steps to Reproduce: 1. Run command: yum install perl-Config-IniFiles
Actual results:
--> Running transaction check ---> Package perl-Config-IniFiles.noarch 0:2.72-2.el6 will be installed --> Processing Dependency: perl(IO::Scalar) >= 2.109 for package: perl-Config-IniFiles-2.72-2.el6.noarch --> Processing Dependency: perl(List::MoreUtils) for package: perl-Config-IniFiles-2.72-2.el6.noarch --> Running transaction check ---> Package perl-Config-IniFiles.noarch 0:2.72-2.el6 will be installed --> Processing Dependency: perl(IO::Scalar) >= 2.109 for package: perl-Config-IniFiles-2.72-2.el6.noarch ---> Package perl-List-MoreUtils.x86_64 0:0.22-10.el6 will be installed --> Finished Dependency Resolution Error: Package: perl-Config-IniFiles-2.72-2.el6.noarch (epel) Requires: perl(IO::Scalar) >= 2.109

The dependency is satisfied by perl-IO-stringy-2.110-10.1.el6.noarch.rpm from the Optional channel.
