The packages perl-HTML-TreeBuilder-LibXML and perl-Web-Scraper build-require each other, which will be a problem when it comes to bootstrapping a new perl version, such as is going to be happening for 5.18 in Rawhide shortly.
It looks to me that the best option is for perl-HTML-TreeBuilder-LibXML not to build-require perl-Web-Scraper when bootstrapping, as Web::Scraper is only needed for an optional test.

That definitely sounds like the way to go.
