Description of problem:
perl-YAML-LibYAML is missing in EPEL8, but exists in EPEL7. It'd be greatly
appreciated if you could please branch and build it for EPEL8.
Additional info:
I'm trying to build and use obs-service-download_files on CentOS 8, but I
cannot install it due to this missing dependency.
