Just an idea how to make this error appear: change umask to some crazy value.
[vr@squirrel ~]$ umask
0002
[vr@squirrel ~]$ man bash <--- works OK
[vr@squirrel ~]$ umask 0644
[vr@squirrel ~]$ umask
0644
[vr@squirrel ~]$ man bash
