The EOL encoding of file.3 is deliberate; as is the zero-length error. They're
both under %doc, so no problem.

Spec looks sane, clean and consistent; license is correct (perl); make test

There is an examples/ directory; why not include it in %doc?

Test::Pod is missing from the BR (as well as Test::Pod::Coverage, but it's not
a blocker). Please consider running a scratch build through koji; helps catch
things like this :-)
