Yup, this is a cock-up.
I pushed libguestfs and febootstrap on the same day to testing
(libguestfs in the morning, febootstrap in the afternoon). But
febootstrap didn't go into testing for another 3 days.
As a result, 7 days later, I pushed libguestfs thinking I could push
the dependent febootstrap, but now in fact I have to wait another ~3
days to do that. Since the "acceptance policy" overrides packager
discretion, I just have to wait it out (or go through some other
process palaver, it's easier just to wait).

Why not push both packages in the same update?
It's the only way to be sure they go out at the exact same time.
