Let me explain what I think Lennart meant with those "And?" replies:

Systemd should not try to mount them because the administrator

A removable media device with no media in it cannot and will not be mounted
anyway.

ignoring noauto semantics could delay booting for hours if long-running
fscks are triggered.
The whole idea of the semantics being discussed is that the boot process
will NOT block on those file systems, so I don't see why this would be an
issue.
But I do see your other points. I'm just trying to explain what, I guess,
the laconic "And?" replies meant.
