Yes, that was the problem. D'oh!
If NetworkManger is enabled and network is not, then you need to
change ifcfg-eth0:
NM_CONTROLLED=yes
I don't remember now why I turned NetworkManager off in the first
place; that was just a couple of weeks after F-9 was released. I
think I remember it querying DHCP instead of using the supplied IP
address. Unfortunately, the DHCP server doesn't know about this
machine, and the network admins don't want to fix that since it is a
test machine.
In any case, turning on the network service fixed the problem. Thanks!
