man readline. man bash has a bit of information from a bash perspective too.

I wonder if we could make that a bit more clear if people as slow on the
uptake like me look for it -- to me it's only obvious that inputrc is
related to readline now you told me, as the inputrc file is owned by the
setup package, not readline.
