The point of /var/cache is to _keep_ stuff around unless it turns out the
space is needed for something else. That means apps can expect bits of
/var/cache just to vanish and must be robust if they do. It does not mean they
are obliged in any way to clear their own cache regularly or per run. That
behaviour is /tmp behaviour instead.
