Bogus because this is the first I've heard of ~/.local/bin, speaking
as a Unix user since long before Linux existed.
It shouldn't be changed mid-way through Fedora 15.

Quite. This is creeping featuritis at best, especially given that XDG
doesn't even mention ~/.local/bin . I really hate the idea that there
is now a hidden user-writeable dir in my PATH.
