What does "strict dependencies between subpackages" actually mean?
Does it enforce [1]?
I don't always need to require the main package from subpackages.
Sometimes, the main package does not even exist (e.g. Python packages).
The guideline applies "when a subpackage requires the base package" -- how do

My understanding is that if the subject of this change detects an
indirect Requires: between two packages from the same SRPM, it
replaces the indirect Requires: with a strict Requires: on the
package.
