Yes, they are saying it very clearly (see [1]).
Because blindly doing it breaks stuff (as evidenced by this thread).
I believe it is not blinded to follows packaging guidelines.
I was asking a mostly rhetorical question. There's some good reasons the
guidelines don't say it (yet). :)
