In case anyone was curious, this turned out to be a sip 6 issue rather than anything to
do with Python 3.10. sip 6 seems to have issues with non-ASCII characters in Python
docstrings.

Thanks for the fix, Scott. That let me close the FTBFS on KiCAD.
Just curious - will this fix be forwarded to an upstream, or is this a problem unique to
Fedora?
