Not really... for lots of academic (or related) mirrors the cost of
bandwidth doesn't really count, but hardware costs (larger machines,
disc cabinets, discs) *do* count. Hardware may be cheap (although
even this does not apply to high-end hardware -- systems with
multple TB's are expensive), but bandwidth is cheaper.
