Looking at source control:

It looks like it should have been a part of the last few mass
rebuilds, but it doesn't appear that a build was attempted and no
FTBFS ticket has been filed. Does anyone know what the story behind
this package is?
This is correct state, although not optimal. The package is exclusive
for ppc/ppc64 and the F-12 version didn't have the ExclusiveArch tag set
and the package database doesn't support per arch blocking. There are
more such packages.
