attempted to enhance the diagram so that it /can/ cover that topic
(which is frequently discussed) as well. So my effort is complementary
to Ville's, not conflicting.

I think you've misunderstood the diagram, which is Ville Skyttä's attempt
at explaining the "fedora.us update submission process" in a non-textual
way:

It simplifies the package update process for the trusted package
maintainers a lot, since they no longer need to wait for reviews and
approvals from other people. The diagram does not cover submissions of
new packages.
