The problem is that they say "no" almost every time, even to the modules
FESCo had previously approved as kmods (em8300, sysprof). They now sit as
kmods in RPM Fusion.

And as the kernel maintainers, it's their right to say no, as
particularly with the kernel any addon software can have major impact on
the entire kernel.
