i've been fishing around for something like this for a while, but

maybe fedora could put those .rpmrc and .rpmmacro files and the
~/rpmbuild hierarchy in /etc/skel so that newly created users will be
good to go right off the bat.

The default .rpmmacros is somewhat okay because it is very small, but
regular users totally don't need the ~/rpmbuild hierarchy. It would be
wasteful and even confusing to create it by default.
Instead I believe we should distribute tools that setup this environment
like fedora-buildrpmtree, which sets up .rpmmacros and the rpmbuild
hierarchy when invoked. We should also include many of the other
fedora-* tools from the fedora.us "fedora-rpmdevtools" package within
one of the base Development packages in Core.

fixes to existing tools.
