Nah, not really. In systemd spec:
Version: 243~rc1
%global github_version %(c=%{version}; echo ${c}|tr '~' '-')
and that's all the mapping needed. Things just work ;)

Broken versionning is broken versionning, rpm is flexible enough to
allow complex macro use to salvage anything, but upstream should not
force this kind of salvaging downstream.
¹ Linus is so utterly unconcerned with getting versionning right he
didn't even bother with version objects in git. That is why v prefixes
have started sproutting before versions values with no rhyme nor
reason, it's leakage of the workaround used by git people to try to
identify what git tags are actual versions
