Part of the reason for this is that it creates problems for testing minor
(as in small, not as in unimportant) updates for the release that is
in the base release or updates. Suppose there was a 9.4 release of
Postgresql in updates-testing for f21 and an important update for 9.3 became
available. It would be hard to get testing of the 9.3 update while the
9.4 version was also in testing.
