Hedayat,
take the python-urlgrabber pkg from rawhide 0 3.9.1-6.fc14 and give
it a whirl.
I installed the mentioned package and it seems that the problem is
solved. The connection properly times out when the speed comes near
zero. I'll let you know if I could reproduce the bug again.
