I was also just able to build the zaptel modules on the same system

he's right about intel (ipw2100 and 2200). Those actually require
drivers/net/wireless/ieee802_11.h. Of course, downloading the entire kernel
sourcecode for this 2.5k header file is silly, a better way would be
to get the header moved to include/linux, include/net or whatnot.
Even the driver Makefile says
# We have to add drivers/net/wireless until ieee802_11.h is in the default
# include path
EXTRA_CFLAGS += -I$(TOPDIR)/drivers/net/wireless
