The requirement to announce soname bumps to begin with is unreasonable
bureaucracy in the first place. If your package shows up in the broken
dependency report, you rebuild it and move on, where is the problem?
You ignore the fact, that the rebuild might not be possible, since the
ABI break is typically associated with API break. The SONAME bump should
be announced in advance to avoid these kind surprises.

I can see the point of the requirement for something like OpenSSL that half
of the distro depends on, but not for any random library with a handful
users.
