Fedora Koji doesn't configure LANG, AFAIK.
Can we get that fixed upstream in mock? If there's no locale set, the *only* locale
that is safe to assume is C[.UTF-8]. Assuming en-US.UTF-8 is *commonly* acceptable, but
not guaranteed.
