If glibc continues to support but deprecate the older syslog API

with the Right Solution(TM) API then there is no need to break binary
compatibility for as long as time period deemed convenient.
Absolutely. In fact, I can't see why we would ever have to break it.
Any replacement of syslog should be at least be as capable as the
current one, so the old API should be easily implemented on top of
the new one.
