Its something that defines the release, which is done when the release
is out, we did need to make changes recently to support fedup, which
caused issues for those who had modified their .repo files. we have
added newer release GPG keys also, I plan to have f22 and f23's gpg
keys in fedora-release at f21 release time. so that we do not need to
update it.
Of course if we change the release support period then that may not be
sufficient or appropriate. I don't think adding a file that will change
frequently to something that should be static is appropriate.
That seems reasonable, and in that case, something like "fedora-presets" and
"fedora-workstation-presets", etc., seems appropriate, and the corresponding
release package could pull them in.
