This one's purely excluded from 32-bit ARM. The source package is grub2
regardless of the firmware interface used.
(3) Out of 15000 packages, only about 100 don't build on ARM,
and
there are at most 50 missing bugs to fully comply with policy.
I didn't go through the list of FTBFS to figure out whether there are
other cases, but yeah, the situation certainly isn't dreadful.
