You can have a tool which creates binding to native shared objects at
run-time. Then header files are good input for such generator. OTOH such
tool is usuallay a developer tool. This is just to show each rule hase
an exception.
package-maintainers should have some CLEAN virtual
machine to test if their new versions are introducing
new dependencies
Packager can check it using rpmdiff on old and updated package.
