That's actually a reasonable request, but it cannot be expressed with
the current packaging. I filed an enhancement request for glibc:
https://bugzilla.redhat.com/show_bug.cgi?id=1607366
Until this is implemented (hopefully quite soon, and I will also
backport this to Fedora 27 and 28), you simply cannot express such
fine-grained dependencies, and you need to rely on the tools being
included in the buildroot implicitly.
