I'm a little confused, I thought I picked up xournal. I see it on
that list as to be orphaned. I've been issuing updates as needed so
will that ownership automatically pass to me? I checked packagedb and
I see there are other co-maintainers with commit rights. Its funny
since I think I've been managing the package as if I were the sole
maintainer.

No, please just pick it up. The pkgdb does not automatically select
a comaintainer to promote to maintainer at this time as there were some user
interface warts that people felt were too onerous. We want it to come back
someday but haven;t had time to do a lot of work on it.
