As it's used for handling encryption passphrases (and will be used even
more in future releases for this, to do sane storage handling), it's
not optional.
What plugin you use by default (such as the details one) is another
matter entirely.
hm, I primarily want to be sure that plymouth doesn't interfere with
serial console only systems and similar devices
