Yes, CeCILL license is acceptable in Fedora.
As for packagin scilab, I suggest you join forces with Nicolas Chauvet
(kwizart) and D Haley, who are working on packaging scilab and its
dependencies. It's going to be an uphill road, as some of the subdependecies
are turning out to be non-free. See bug 464781[1] for some current work
on this.
