Not true, just not convinced its the best place for it. If it turns out

should be a absolute non starter, many installs happen interactively
and would never get the file

i think limiting to systemd is wrong. maybe the package should be
fedora-config-<foo> it could put other config snippets, or pull in
packages for the experience of the product.
+1, do not limit it to one particular technology - in that case we
could end with bunch of fedora-xxxxxx-defaults - and it makes sense
to have some bits in the same location defining the same product.
But otherwise, at least for now, this seems as pretty much what we
should do.
