Apologies, this was a change to how the GL headers were structured.
I'd
noticed the issue already in 18.3.0, but apparently the change was
backported to the 18.2.x series (in F29) as well. I've backported the
fix to F29 and built an update:

Since we are in fixes , please can you add
obsoletes/provides libtxc_dxtn [1] in mesa.spec , it will more clear
for everyone that S3TC is already available in mesa package .
BTW you wrote that you will do in Fedora-legal-list 04 Oct 2017.
